Most of the 108 people killed in Syria’s El Houleh region on Friday were summarily executed, according to the UN High Commissioner for Human Rights.
Rupert Colville, a spokesperson for the High Commissioner, says initial investigations by the United Nations indicate that fewer than 20 of the victims were killed by artillery or tank fire.
He says majority of the victims were summarily executed in their homes.
"According to local witnesses and survivors who have been interviewed most of the rest of the victims in Taldaou which is one of the areas of El Houleh were summarily executed in two separate incidents which local people are ascribing to the Shabiha paramilitary. The high commissioner has called for a full inquiry into what happened in El Houleh. Ideally this would be by the commission of inquiry on Syria which was set up specifically to look into human right violations in country. Once again we urge the Syrian government to grant the commissioners immediate and unfettered access to Syria. What is very clear is this was absolutely abominable event that took place in El Houleh and at least a substantial part of it was summary executions."

The UN High Commissioner for Human rights Navi Pillay says the massacre may amount to crimes against humanity and is urging the Security Council to urgently consider referring the case of Syria to the International Criminal Court.
